I dont think eth can reach its former value without the miners holding eth. Even if it becomes deflationary. Very few if any miners are still holding eth. Miners had been holding all their mined eth for years up until the last 6 months. Plus activity on the network has dropped by 90%. That shows most of the transactions were from miners and mining pools.
